The case was brought before the court 11-08-04 originally to demand institution of Special Investigative Grand Jury to review fraud, and apparent syndicated racketeering and other organized crimes in Ohio and the 6th Circuit.

James Bonini, clerk in southern Ohio federal district court, refused to file the requests in the court stating they must be filed using "proper court forms", however, there are no proper court forms available for institution of this type of demand under Amendments 9 and 10 of the constitution of The United States of America.

These PDFs were the documents created concerning the activities in the court, and as submitted to the Department of Justice, Solicitor General, Attorney General, President, and Vice-President. These are the only master court record files, as the clerk and apparent conspirators falsified (filed then voided or refused to file) the record of the case to give it an "appearance" of issues, so the magistrates and judges could cover-up the true matters before the court.

During the opening segments of the institution of this demand, the 6th Circuit Judicial Council was supposedly reviewing the judicial misconduct (and criminal activity) within the circuit by several judges and magistrates. The council eventually agreed with Danny Bogg's (added as respondent in Petition) dismissal of judicial misconduct.

Reason for the original request was the refusal of Ohio government to investigate and prosecute apparent fraud, and other organized criminal activities within the state. Also due to apparent election fraud in 2004 state and national elections. On 11-04-04 documents were sent to obtain any forms needed, and to indicate to the court the criminal nature of the matters to be brought to bar (before the court).
