Whereas, The People of the Commonwealth and commonwealth come before the Court to add and or modify their presents to include, in the section concerning the Grand Jury, to wit:
"The Grand Jury will have the power, and or should they and or The People so elect will the Supreme Court of the Commonwealth of Kentucky, to instill a special election and or elections, as necessary and or necessitated, to replace or ensure continuation of proper governance of The People, to be held before and by The People of the Commonwealth of Kentucky. Wherein, by doing so, to ensure no state of lawlessness or lapse of governance occurs within the Commonwealth. Should necessity dictate creation of a new and or higher Court by The People and or the people, such Court will have this same power."
Wherefore, being just and proper for the continuation of proper governance of The People, the presents of The People will be so modified and or added to.
