PREMISE
For action and review by the court under its Constitutional duties to the People. Presented in common law.
The respondents are hereafter and hereon referred to as COMMONWEALTH OF KENTUCKY, since this is what they have chosen to identify themselves as.
Statements of the case and Facts
Whereas, COMMONWEALTH OF KENTUCKY has proceeded in a manner unbefitting and in direct violation of the constitutional provisions and its constitutional duties. And;
Whereas, COMMONWEALTH OF KENTUCKY has actively participated in corrupt and or criminal and or unconstitutional acts and or manner towards the People of The Commonwealth of Kentucky. And,
Whereas, COMMONWEALTH OF KENTUCKY has actively conspired with foreign governments to remove and or otherwise defeat the Constitution of The Commonwealth of Kentucky. And,
Whereas, COMMONWEALTH OF KENTUCKY has actively conspired with foreign governments to subject The People of The Commonwealth of Kentucky to foreign courts and law. And,
Whereas, COMMONWEALTH OF KENTUCKY has actively and with full knowledge of its criminal activities, conspired with such foreign courts, legislatures, and governmental bodies to extend its powers beyond those granted by The People in The Constitution of The Commonwealth of Kentucky. And,
Whereas, COMMONWEALTH OF KENTUCKY has actively and with full knowledge of its unconstitutional acts, instituted itself as tyrannical ruler of The Commonwealth of Kentucky in concert with foreign powers, governments, and legislatures. And,
Whereas, COMMONWEALTH OF KENTUCKY has or has attempted to suspend Kentucky's Constitution and or the protection of The People as provided therein. And,

Whereas, COMMONWEALTH OF KENTUCKY has for at least sixty-five (65) years conspired to allow and further foreign governments' control of The People of The Commonwealth of Kentucky in violation of the Constitution of The Commonwealth of Kentucky. And,
Whereas, COMMONWEALTH OF KENTUCKY has refused and or failed to take proper and responsible action on behalf of The People of The Commonwealth of Kentucky to protect them from illegal Acts and activities by members, Officials and others of which it is comprised. And,
Whereas, COMMONWEALTH OF KENTUCKY has allowed foreign nationals and governments to erect armed bases within the Commonwealth of Kentucky. And,
Whereas, COMMONWEALTH OF KENTUCKY has embraced and allowed nationalization of its militias for use by foreign governments whom have indicated The People of the commonwealth and united states are the enemy. And,
Whereas, COMMONWEALTH OF KENTUCKY has erected barriers to free and unimpeded travel within the commonwealth. And,
Whereas, COMMONWEALTH OF KENTUCKY has declared the common law of The People as abolished and instituted foreign laws in its place. And,
Whereas, COMMONWEALTH OF KENTUCKY has impeded free trade between The People of the commonwealth and the united states. And,
Whereas, COMMONWEALTH OF KENTUCKY has erected barriers against free speech and thought. And,
Whereas, there is no constitutional inclusion or provision which allows COMMONWEALTH OF KENTUCKY to exist. And,
Whereas, titles and offices of nobility can not exist in The Commonwealth of Kentucky, or anything remotely similar, except within The People in their sovereign status. And,
Whereas, The People of the Commonwealth of Kentucky have retained their right to remove, prosecute, and or other actions, which they might choose to bring against such parties as do violate the Constitution of The Commonwealth of Kentucky, and or commit crimes against The People. And,
Whereas, The People of the commonwealth have retained their right to remove any and or all parties from government and or government itself. And,
Whereas, no present party or group within COMMONWEALTH OF KENTUCKY has authority to evade or stop or hamper or hinder review by The People. And,

Whereas, COMMONWEALTH OF KENTUCKY has corrupted the courts and legal processes within The Commonwealth of Kentucky. And,
Whereas, COMMONWEALTH OF KENTUCKY has corrupted and or deceived the Grand and petit Juries of The Commonwealth of Kentucky. And,
Whereas, COMMONWEALTH OF KENTUCKY continues to deceive The People during the elective process. And,
Whereas, COMMONWEALTH OF KENTUCKY has deliberately deceived The People of The Commonwealth of Kentucky into belief that it functions in their behalf and for their good. Wherefore;
The People of the Commonwealth of Kentucky find it necessary to bring
investigation of COMMONWEALTH OF KENTUCKY before a Special
Investigative Grand Jury for review of these and other matters. And to
return such indictments as might be produced. And to produce their
report to The People of The Commonwealth of Kentucky, concerning:
whether the government has provided its function to The People and or
whether the government has, at any time, acted in any manner outside
the limited grant of power which The People had provided to it. And
whether COMMONWEALTH OF KENTUCKY has acted singly or actively conspired
with foreign governments to remove, suspend, or otherwise harm The
People in their inherent and inalienable rights, or their bill of
Rights under constitutional contract Sections 4 and 26 and Sections 1-
26.
Whereby, under Sections 1 through 26 of The Constitution of Kentucky,
The People do properly proceed and may not be denied.
Statement of responsibilities and Actions
This Court may supply its interpretation of the Constitution and
duties and responsibilities of government and its agencies, officials,
and other members should the Grand Jury or People request such.

Initial Orders
This Court will ensure that the Grand Jury is comprised of an adequate
and fair cross section of the community of The Commonwealth of
Kentucky.
This Court will ensure that COMMONWEALTH OF KENTUCKY does not hamper,
harm, or otherwise impede the due course of justice during the pendency
of the proceedings.
The Court will further ensure that any and all parties whom might
submit or will submit evidence, testimony, or complaint to the Grand
Jury are protected from retributive action and or selective and
malicious prosecution by COMMONWEALTH OF KENTUCKY.
The Grand Jury
The Grand Jury will be emplaced within the next thirty (30) days and
will NOT be comprised of present or former members of COMMONWEALTH OF
KENTUCKY's juries or its government as they have been contaminated by
its illegal activities. The list will be made public upon various
newspapers and or television stations across the commonwealth to ensure
The People might have adequate ability to review the Parties within.
The dates and times of the Grand Juries activities shall also be
published across the commonwealth in a manner which ensures The People
have been fully notified of such.
The Grand Jury will travel across the Commonwealth to here issues of
The People, receive any evidence, and perform its functions to The
People. It shall publish such dates of contact in a fashion to ensure
notification to The People, and be available for and during time
periods which ensure adequate ability and or contact with The People

has occurred.
The Grand Jury will have full power of subpoena, arrest, indictment,
and or other which normally apply.
The Grand Jury will, as will COMMONWEALTH OF KENTUCKY, be bound by the
known and common laws of The People as they existed before the
institution of foreign laws, and be fully answerable to The People.
Costs of the People and Grand Jury
COMMONWEALTH OF KENTUCKY shall be required to supply such moneys of
The People to The People and the Grand Jury as might be necessary for
full action(s), research, and any and all cost associated with the
proceedings. The money is, after all, The Peoples money which
COMMONWEALTH OF KENTUCKY has, until this time, apparently misspent,
misused, embezzled, or otherwise, to the detriment of The People.
Temporary and other orders
This Court will issue such orders as are necessary to bring: the
records of investigative branches, agencies, legislatures or otherwise,
concerning: the parties and people of government; any reports or
evidence deemed necessary by The People should COMMONWEALTH OF KENTUCKY
and or other agencies, branches or other governments refuse to supply
such. The People recognize that this Court holds special weight with
other governments and COMMONWEALTH OF KENTUCKY.
This Court will issue temporary restraining orders against any and all
parties whom might attempt to impede, prosecute, imprison, or otherwise
harm The People or the people during pendency of the proceedings. This
Court will, however, be subordinate to The Peoples Grand Jury should it
wish to review the Acts or actions of the Court.

COMMONWEALTH OF KENTUCKY shall be restrained from creating new laws,
strengthen existing laws, or otherwise changing the face of existing
laws until finalization of the investigation and actions by The People
and the Grand Jury.
Trials by the COMMONWEALTH OF KENTUCKY concerning or which were
originally obtained by agreements with foreign governments or otherwise
will be temporarily restrained or suspended until review of the
validity of these agreements or compacts with foreign governments and
nationals. Should this affect The People within the commonwealth to
their detriment, then COMMONWEALTH OF KENTUCKY will supply such
monetary support as is necessary to those of The People.
COMMONWEALTH OF KENTUCKY and this court will continue to ensure that
Government agencies, branches, and otherwise, which supply support,
welfare, or other of like nature, are fully funded and continue to
supply such support to The People within the commonwealth during
pendency and course of the proceedings.
Trade with foreign nations and governments and others of The People
will continue as it exists, as it will within the commonwealth, during
pendency and course of the proceedings, subject to modification by The
People and or The Peoples Grand Jury and or This Court should The
People request such.
No impediment, be it code, statute, or otherwise, to the inherent or
inalienable rights of The People will be erected or enforced during the
course and pendency of the proceedings.
No executive order by any government or official will be enforced, or
hold force within the commonwealth during the investigation and its

final outcome, however, money, stocks, bonds, and the like, will still
hold their value to The people and commerce.
The right of Writ of Habeas Corpus shall not be suspended during the
course of the investigation and actions for any reason or cause.
Government will be allowed to petition the Grand Jury and this Court
should it be required for support of The People within the commonwealth
or their protection during pendency, for which this Court may submit
its recommendation to the Grand Jury, and to The People by public
broadcast or newspapers across the commonwealth thereby ensuring
adequate notification to The People.
The law in general as it applies to The People
All laws which specifically apply to the People of the commonwealth
shall remain in force unless they infringe upon or impede the
inherent and inalienable rights of The People and or are suspect of
foreign law or the like.
Conclusion and time limit
Wherefore, this court will respond within fifteen (15) days of receipt
of this proclamation and request for action, of its intent to comply
with the wishes of The People. After said fifteen (15) day period has
expired and the court has not responded or stated it refuses the wishes
of The People, The People will forced to assume this Court is in
conspiracy with foreign governments and COMMONWEALTH OF KENTUCKY, and
be forced to create their own Courts and laws to prosecute the parties
at war with The People. COMMONWEALTH OF KENTUCKY and this Court will
take notice: Only the Constitution grants authority to the government
and officials, if the government wages war with The People it has no

authority to use the forces of the state or of other foreign nations
within or against the Commonwealth of Kentucky and The People.
Further, The People will be forced to declare that the Constitution of
the commonwealth is null and void, and remove any and all parties
pretending to be government and or have authority under and by such
Constitution.
